ARCOP popularizes the new public procurement texts in Atakpamé

The new texts of the public order in Togo were the subject of an awareness meeting organized this Monday, April 17 in Atakpamé. This is an initiative of the Public Procurement Regulatory Authority (ARCOP) in collaboration with the National Directorate of Public Procurement Control (DNCCP) with the support of the World Bank through the Support for Economic Governance (PAGE).

This meeting initiated for economic operators, public procurement officials, civil society organizations and representatives of the private sector, is part of the promotion of good governance.

It is a question of sensitizing these various actors on the various changes brought to the texts resulting from the reforms relating to the public order in the country.

The aim is to make them aware of the major challenges linked to the search for effectiveness, efficiency and quality of public expenditure as well as the main innovations in public procurement (at the institutional and regulatory level).

Participants were discussed respectively on the speed of procedures with a reduction in delays and better planning, the professionalization of public procurement, the renovation of the legal framework with its structures and dematerialization, procurement methods and procurement regime public as well as other major innovations.

Among the innovations, it is necessary to note the change of name of the Authority for the Regulation of Public Markets (ARMP) which becomes the Public Procurement Regulatory Authority (ARCOP), the substitution of the DNCCP for the DNCMP, the disappearance of the public procurement commission to become the public procurement management unit. From now on, the economic observatory of public contracts will carry out analyzes of public contracts in order to be able to draw lessons to be made available to political decision-makers and the PPP unit.

The organizers said that the government proceeded in 2021 and 2022 with the adoption of a new law and implementing decrees to help the public procurement sectors in Togo to feel better. They urged the actors involved not to fail in their missions under pain of being liable to conviction.

Collections of texts on institutional changes, practices and the execution of public procurement were made available to participants for this purpose.

The work took place in the presence of the prefect of Ogou Akakpo Edoh, the mayors of the various prefectures of the region and the director general of ARCOP Mr. Morou Aftar.
