Mikel Merino, 28, recently won the European Championship with Spain and has been linked with Manchester United, Arsenal and Aston Villa.
The midfielder has one year left on his contract with Real Sociedad, where he joined from Newcastle in 2018.
Now HITC states that Arsenal are in the driver’s seat and continue to hold discussions to bring in Merino.
The idea is to first complete the transfer of defender Riccardo Calafiori from Bologna, then shift the focus to midfield and attack.
According to reports, Sociedad are ready to offload Merino, who Arsenal manager Mikel Arteta is said to be a big admirer of.
Among other things, Merino has accounted for 27 goals and 30 assists in 242 games for Real Sociedad.
