Artūrs Butāns made 403 appearances at the Saeima rostrum

The 14th Saeima has officially closed its legislative chapter, leaving behind a sprawling paper trail of 1,078 laws and a parliamentary record defined as much by endurance as by policy. According to a summary of activities released by the Latvian public broadcaster, LSM, the four-year term saw 140 new laws enacted alongside 938 amendments, culminating in a legislative output that kept deputies in their seats for 215 sessions.

The marathon sessions and the weight of the work

The legislative process in Latvia often pushes the physical limits of its lawmakers. The 14th Saeima set a grueling benchmark on March 8 and 9, 2023, when deputies engaged in a continuous parliamentary session lasting 23 hours and 56 minutes to finalize the state budget. This marathon session has evolved into a peculiar, almost masochistic tradition within the halls of the Saeima, where the act of passing the budget is treated as a test of stamina.

Committees logged a total of 3,574 sessions, while 1,268 draft laws were introduced for consideration. The sheer volume of work required the evaluation of 13,675 individual proposals during second and third readings. The government remained the primary engine of this output, with the Cabinet of Ministers submitting 810 draft laws, while individual deputies contributed 221 and parliamentary committees accounted for 219.

The most frequent voices on the rostrum

While the volume of legislation provides a dry metric for success, the public fascination often gravitates toward the individual performance of the 100 deputies. The speakering rostrum became the primary stage for those seeking to influence the legislative record, with Artūrs Butāns of the National Alliance emerging as the most frequent orator. Butāns claimed the top spot by making 403 appearances at the microphone, far outpacing his colleagues in sheer vocal presence.

The rankings reveal a heavy concentration of activity from the Latvia First party. Viktorija Pleškāne led her faction’s efforts with 360 turns at the rostrum, followed by Edmunds Zivtiņš with 291 and Ainārs Šlesers with 271. Linda Liepiņa rounded out the top five with 268 appearances. The list continues with veteran legislator Aleksandrs Kiršteins, who made 265 stage entrances, and Andris Kulbergs of the United List, who recorded 213 soliloquies.

Parliament convened four investigative commissions to scrutinize national issues

The 14th Saeima did not limit its focus to drafting statutes; it also utilized its investigative powers to scrutinize significant national issues. During its four-year tenure, the parliament convened four distinct investigative commissions. These bodies were tasked with dissecting critical failures and systemic challenges, including the implementation errors associated with the Rail Baltica project, the underlying causes of exorbitant heating prices in Riga, and the broader, more contentious issues surrounding immigration and financial sector supervision.
