It was confirmed on the 23rd that the Board of Audit and Inspection had requested the Supreme Prosecutor’s Office to investigate the apartment development project in Baekhyeon-dong, Seongnam-si, which was suspected of preferential treatment in relation to the change of use.

Earlier, the Board of Audit and Inspection conducted a preliminary investigation into the allegations at the end of October last year, and after conducting a substantive audit in January of this year, it is preparing a report on the results of the audit.

According to Article 35 of the Board of Audit and Inspection Act, if it is found that a crime is suspected as a result of the audit, an accusation or a request for investigation may be filed.

It is known that the Board of Audit and Inspection has focused on whether or not the laws and regulations of Seongnam City have been violated in relation to the allegations.

The allegations first surfaced in May of last year when the Seongnam Future Policy Forum requested a public interest audit from the Board of Audit and Inspection after receiving the signatures of about 320 citizens. At that time, the Seongnam Future Policy Forum stated that “Seongnam City changed the use of natural green areas to quasi-residential areas and promoted rental housing, but then suddenly switched to general sale.”

The apartment building in Baekhyeon-dong has 15 buildings and 1223 households and started moving in in June of last year. The site (111,265㎡) was owned by the Korea Food Research Institute, which was moved to Wanju-gun, Jeollabuk-do, and was sold to a real estate development company, Asia Developer, etc. in February 2015, and then the use was changed from a natural green area to a semi-residential area.

In particular, although all apartment households were planned for private rental, in November 2015, the number of private rentals decreased to 123 households (10%). On the other hand, the number of pre-sale homes increased sharply to 1110 households (90%), raising controversy over preferential treatment.

The People’s Power said that Kim, who served as the head of the election countermeasures headquarters for Candidate Jae-myung Lee during the 2006 Seongnam mayoral election, was recruited by the company that purchased the site, and then the project proceeded rapidly. claiming

In this regard, Seongnam City is denying the allegation that the change of use was made in response to a request for cooperation following the relocation of a public institution to a local area, and that it was converted from private rental to housing for sale in consideration of public contributions such as the R&D center site.
