Why does Racing define local vs Boca?

The first tiebreaker criterion is the goal difference and there they are still tied at +7. It is in the goals scored, the second item in order of importance for CONMEBOL, in which the Academy takes advantage. Copa Libertadores group stage tiebreaker criteria
The CONMEBOL regulations for the Copa Libertadores establish the tiebreaker criteria and their order of importance in the event that two or more teams finish the group stage with the same points. Article 2 paragraph 2.4.2 explains:
In the case of equality of points for any position during the GROUP PHASE, the following tie-breaking criteria will be used, in the following order:
1st CRITERION: Greater Goal Difference. The goal difference is obtained by subtracting the goals scored from the goals conceded.
2nd CRITERION: If the goal difference is the same, the club that has scored the greatest number of goals will qualify.
3rd CRITERION: If equality subsists, the position will be defined in favor of the club with the greatest number of goals scored acting as a visitor.
4th CRITERION: If equality persists, the position will be defined in favor of the club with the best position in the CONMEBOL Club Ranking as of December 16, 2022.
