Bologna, Italy – Residents of the Barca and Borgo Panigale neighborhoods are voicing increasing concerns over disruptive and intimidating behavior from groups of young people. Reports detail a pattern of escalating incidents, including the repeated setting off of fireworks and aggressive conduct towards community members, leaving many feeling unsafe in their own neighborhoods.

The situation, which has reportedly been ongoing for “at least a few months,” is creating a climate of fear, particularly during evening hours. Residents describe a sense of helplessness as these groups, primarily composed of adolescent boys of Italian second-generation descent, operate with impunity, often traveling by foot or scooter between the areas near Borgo Panigale railway station and various gathering spots.

Recent incidents have heightened anxieties. One resident recounted a particularly loud explosion in Via Nani this weekend, initially feared to be something far more serious. “We thought something had exploded,” she said, adding that despite the groups fleeing into the darkness, residents easily recognize them as repeat offenders. “In general, here in Borgo Panigale we are not serene. The level of security has definitely decreased and we are tired.”

The growing unrest has prompted calls for increased security measures and a more robust response from local authorities. Residents are demanding action to address the problem and restore a sense of safety and livability to their communities. The core issue, as expressed by many, is a perceived lack of rules and accountability for these groups.

Escalating Disruptions and Intimidation

The complaints center around the consistent misuse of pyrotechnics, with fireworks being set off from the afternoon well into the evening. This is coupled with what residents describe as “intimidating, arrogant and bullying” behavior when confronted. According to reports, individuals within these groups respond with aggression and threats when challenged about their actions. The areas most affected include parks, porticoes, and benches – common public spaces within the neighborhoods.

Political Response and Calls for Action

Matteo Di Benedetto of the Lega party has responded to the concerns, stating, “Bologna cannot turn into a no-man’s land.” He urged the city administration to prioritize the issue at the next security meeting and implement “structured measures to identify the responsible parties.” Di Benedetto specifically called for increased foot patrols by local police and improved coordination with other law enforcement agencies.

Domenico Nobile, the leader of the Fratelli d’Italia (FdI) group in the Borgo-Panigale Reno district, echoed these sentiments, stating that the area “becomes a no-man’s land” at night. He emphasized the need for “constant controls and a concrete plan to restore security and livability.”

Borgo Panigale and the Wider Bologna Context

Borgo Panigale, a district of Bologna, was once an independent municipality before being incorporated into the city in 1937. Today, it is home to Bologna Guglielmo Marconi Airport and the facilities of the motorcycle manufacturer Ducati, according to Wikipedia. The neighborhood’s boundaries are defined by the Reno and Lavino rivers and Via Caduti di Casteldebole, bordering the municipality of Casalecchio di Reno. The area has transitioned from an agricultural center to a primarily residential and industrial zone.

The concerns raised by residents highlight a broader issue of public safety and youth engagement within Bologna.
