Brazil rises in the energy consumer freedom ranking

Brazil has demonstrated notable progress in the global ranking of energy consumer freedom, marking a significant advance in the evolution of the country’s energy market. This improvement is the result of innovative regulatory measures, implemented by the Ministry of Mines and Energy in 2018 and 2019, which expanded consumers’ access to the free electricity market.

Until 2019, only those with an energy demand greater than 3,000 kW had the right to access the free market. However, regulation was progressively reduced until 2023, when the limit was set at 500 kW, allowing a significant portion of Brazilian consumers to benefit from this energy freedom.

Despite these advances, Brazil still occupies 47th position in a ranking that includes 56 countries, revealing that There is room for further growth in this sector. Comparatively, the country is behind nations like Argentina, where consumers can access the free market with a demand above 300 kW, and on par with Chile, where consumers with a demand above 500 kW are already eligible for the Contracting Environment Free (ACL).

At the top of the ranking are nations such as Japan, Korea and several European countries, which stand out for having achieved universalization or expansion of access to free electricity markets, where consumers can freely negotiate their energy.

According to information provided by the Brazilian Association of Energy Traders (Abraceel)Brazil has been making steady progress in recent years to provide electricity consumers with freedom of choice, a right that can ultimately result in reductions of up to 30% in monthly energy bills.

Abraceel’s International Electricity Freedom Ranking assesses the degree of liberalization of the electricity market in countries that have implemented some level of openness, also considering the size of the market, based on data available in the International Energy Agency’s annual report ( IEA).

If Brazil had adopted a free electricity market accessible to all, something that could have been implemented since 2003, the country would be ranked in 4th place, just behind France.

Rodrigo Ferreira, executive president of Abraceel, highlights that, on July 8 of this year, Brazil completed 20 years of delay, referring to the fact that Law 9,074, of July 1995, established a deadline of eight years for the complete opening of the electricity market, which should have occurred in July 2003.

He also emphasizes that, in a hypothetical scenario in which all energy consumers had the opportunity to choose to migrate to the free market in search of lower prices and other advantages, the aggregate annual savings would be in the order of R$35.8 billion , according to a study conducted by the entity.

This advance in the global ranking of energy consumer freedom confirms that the free electricity market is on the path to becoming the future of the energy sector in Brazil, offering significant benefits for consumers and the economy as a whole.
