Unlike offshore wind turbines, which are anchored to the seabed, floating turbines are installed on a floating structure placed on the seashore. It can be installed in areas with strong winds. It can also be in deep water. A major challenge is the cost of construction. Construction of Hiwind Tampen at a depth of 260 to 300 meters will cost regarding $691 million. The project is being implemented under the ownership of Inpex.

Hewind Tempent consists of 11 turbines producing 8.6 MW each. It supplies five nearby oil and gas plants with 35 percent of their energy needs.
