Budget 2027 Fails to Resolve Property Overhang

“In Kuala Lumpur, for example, a substantial number of serviced apartments have small built-up areas of around 500 sq ft and were designed with short-term accommodation or investment demand in mind.”

That fundamental mismatch between what developers build and what buyers actually need sits at the heart of Malaysia’s enduring property overhang. Despite fresh policy adjustments introduced under Budget 2027 to steady the real estate sector, industry leaders warn that unsold stock remains a stubborn economic hazard requiring far more precise intervention, as The Star reported.

The Staggering Numbers Behind the Serviced Apartment Glut

National figures often mask the localized reality of where unsold properties actually accumulate. According to data from the National Property Information Centre’s Property Market Status Report for the first half of 2026, cited by The Star, Kuala Lumpur accounts for 6,343 completed, unsold serviced apartments valued at approximately RM6.41 billion.

Across the causeway, Johor holds an even larger backlog, registering 9,946 unsold units valued at roughly RM6.29 billion. Together, these two key urban centers absorb the lion’s share of the national serviced apartment overhang. JLL Malaysia managing director Jamie Tan notes that these compact, 500-square-foot units fail to serve young Malaysian families looking for permanent homes close to employment hubs.

“We need to consider who the intended occupiers are, what they can afford, the size and layout they require, and whether the location offers convenient access to employment and public transport,” Tan said, pointing out the danger of assuming the market will automatically absorb volume.

Untangling the Complexities of Reviving Abandoned Projects

Budget 2027 attempts to tackle distress in the housing sector by offering full stamp duty exemptions on relevant transfer instruments and loan agreements. These waivers apply to white-knight contractors, developers, and original purchasers involved in abandoned housing projects between 2027 and 2030.

The Housing and Local Government Ministry reported that as of June 2026, 100 private housing projects sat abandoned, impacting 27,998 units and 14,961 buyers. Yet, analysts caution that tax relief alone cannot perform miracles on financially insolvent sites.

Tan stresses that white-knight developers face severe headwinds, including escalating construction expenses, financing costs, lingering legal disputes, and complicated negotiations with anxious creditors and buyers. A stamp duty waiver eases initial friction, but it cannot substitute for a fundamentally workable recovery plan.

Shifting Industry Focus Toward Construction Quality and Cost Reform

Beyond immediate rescue packages, industry stakeholders argue that structural reforms must address the entire lifecycle of real estate development. Greenhill & Mason Sdn Bhd managing director Ruben Kelvin contends that the market must pivot away from sheer volume-driven output toward asset quality and long-term value creation.

“A property market sustained by volume alone, without quality standards embedded across both new and existing stock, is building tomorrow’s abandoned project problem today – and writing off the wealth that already exists in the hands of existing homeowners,” Kelvin warned, emphasizing the necessity of energy-efficient designs and broader adoption of Industrialised Building Systems (IBS).

At the same time, Savills Malaysia group managing director Datuk Paul Khong observes that while Budget 2027 extends valuable support to first-time homebuyers, it offers few game-changing incentives for the wider commercial and residential property sector. As the broader market charts its own course, the underlying resilience of industrial, logistics, and data center assets continues to carry the industry forward.
