Can Federal Funding Control the Costly Feral Hog Crisis in the US?

Feral swine currently roam across at least 35 U.S. states, presenting a persistent challenge for American agriculture through billions of dollars in annual property and crop destruction. A federal funding initiative launched under the 2018 Farm Bill demonstrates that coordinated, multi-landowner eradication efforts can significantly reduce agricultural losses. By pooling resources and utilizing targeted trapping equipment in designated counties, agricultural communities have proven that collective action offers a viable path toward controlling wild pig populations.

The Escalating Crisis Across 35 States

Feral hogs represent a staggering economic and environmental burden for rural communities. Department of Agriculture (USDA), roughly 7 million feral pigs populated the United States as of 2016. That baseline figure is widely believed to be much higher today. Feral swine breed year-round, producing up to two litters annually with anywhere from four to 12 piglets per litter, allowing local populations to double in a mere four months.

The financial toll of this biological explosion is immense. The USDA estimates that wild pigs cause between $2.5 billion and $3.4 billion in property damage every year. Crop destruction alone accounts for at least $800 million of that total. Beyond agriculture, feral hogs aggressively spread diseases to livestock, wreck farm infrastructure like fences and access roads, ruin recreational parks, and inflict severe ecological damage on sensitive wildlife habitats, water quality, and plant ecosystems.

Controlling these animals remains notoriously difficult because they do not respect property lines. Feral hogs roam across vast expanses of privately owned land. Without organized cooperation, individual landowners face a classic economic dilemma. If neighbors wait for others to invest the time, money, and energy required for effective control, nobody acts, and the feral hog population continues to expand unchecked.

Federal Funding and the Mechanics of the Pilot Program

To break this cycle of inaction, Congress stepped in through the 2018 Farm Bill, allocating $75 million to incentivize private landowners to collaborate on feral hog eradication. This pilot initiative targeted selected counties across 10 heavily affected states: Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, and Texas. Beginning in 2020, the USDA provided crucial financial backing to help private landowners purchase trapping equipment, execute on-farm trapping operations, and restore land ravaged by the animals.

The program was originally slated to conclude in 2023, but Congress extended its timeline through a major budget and immigration package passed in July 2025, injecting an additional $105 million through 2029. Grant applications for the first $35 million allocation of that renewed funding opened through September 21, 2026. Furthermore, a subsequent Farm Bill passed by the House and awaiting debate in the Senate proposes to increase funding by another $150 million, extending the initiative through 2031.

Measuring Success in Cornfields

Evaluating the return on this substantial federal investment required rigorous data analysis. A research team of agricultural economists from the University of Tennessee and the University of Arkansas examined the program’s performance by utilizing federal data on crop insurance claims. They compared crop damage in counties participating in the active eradication program against counties operating without it, reviewing claims both before and after the federal trial began.

Among counties reporting wildlife crop damage, those operating without the active program logged insurance claims for wildlife damage to corn averaging 70 acres, or 17.5 hectares, per policy. In stark contrast, counties utilizing coordinated hog eradication efforts saw average claims for cornfield acreage drop to just 10 acres per policy. Researchers noted this outcome as statistically significant, representing a meaningful reduction in agricultural losses given the scale of regional corn production.

However, the researchers found no statistically significant difference in damage when examining crop insurance claims for soybeans, wheat, cotton, and peanuts between active and non-active counties.

Refining Strategies for Future Investment

The concentration of success specifically within cornfields aligns with data showing corn is the crop most frequently targeted and damaged by feral swine. Additional variables also likely constrained the broader impact of the initial pilot. The program launched during the COVID-19 pandemic, restricting the in-person community meetings and public outreach necessary to maximize landowner participation. Additionally, the temporary nature of a pilot project made some farmers hesitant to commit long-term resources.

Researchers suggest that the study likely underestimates the true benefits of the program. Farmers frequently experience lower-level crop damage that does not exceed deductibles or warrant filing an insurance claim, meaning those minor losses are excluded from official data sets. Furthermore, the evaluation did not measure improvements in non-crop sectors, such as livestock protection, property upkeep, or the recovery of recreational parks and local environments.

Complete eradication of feral hogs remains an unrealistic expectation, and the agricultural challenges they present will persist. Nevertheless, empirical data demonstrates that sustained investment and structured coordination can empower private landowners to protect their livelihoods and significantly curb the damage inflicted by wild pigs.
