These irregularities cost the position of the director of Inpec, the director of La Picota prison, and led to the opening of investigations by the Prosecutor’s Office, the Attorney General’s Office and the Ministry of Justice.

Likewise, this episode once again called into question the functioning of Inpec, which in its 30 years of existence has already had 22 directors, and many of them have come out in the midst of controversies such as that of Mattos.

As one of the first measures to prevent further irregularities, the Ministry of Justice ordered the transfer of Mattos to the Cómbita prison, which is one of the only two maximum security prisons in Colombia.

In Cómbita, where entry is restricted, all the cells are of the American type, according to Inpec sources, who detailed that this means that they are small cells with a robust structure.

The entire cell is made of cement, there is little lighting, and it measures approximately 2 meters by 3 meters, they added.

Inside the cell there is only one concrete bunk, a small space to put the inmates’ clothes and supplies, and the bathroom, which is made of aluminum, is inside the cell.

When this prison was built, its capacity was estimated at 1,600 prisoners for the seven pavilions that each have 102 cells.
