Start of the technical inspection obligation for L categories from April 2023

From April 15, technical inspection will become compulsory for two- or three-wheeled motorized vehicles as well as quadricycles. The regulations published on October 23, 2023 in the Official Journal detailed the terms of this measure, which will be implemented gradually in order to avoid creating a bottleneck by bringing all vehicles into the system at the same time, explained the government. All category L vehicles will be affected by this new requirement: mopeds; motorcycles; scooters; motor tricycles; light and heavy quadricycles, such as quads and quadricycles.

The following are exempt from this new technical inspection: collector’s vehicles put into circulation before 1960; sports motorcycles. The first technical inspection must be carried out within 6 months preceding the fifth year of initial registration, then every 3 years. For classic vehicles, the interval between two technical inspections is extended to 5 years, except in the case of resale.

Gradual implementation of the new technical inspection until 2026

The introduction of this new technical inspection for category L vehicles will be carried out gradually and will be spread out until 2026 according to a precise timetable: no later than December 31, 2024 for vehicles registered before January 1, 2017. For those put into circulation before January 1, 2017 and whose initial registration anniversary date is before April 15, the inspection must be carried out between April 15 and August 14, 2024.

From April 15, it becomes compulsory for mopeds, motorcycles, scooters, motor tricycles, quads and cars without a license. As a reminder, for cars, it is every 4 and 2 years respectively. Concerning collector vehicles, the interval between two technical inspections is extended to 5 years, except in the case of resale.

Gradual implementation of this new regulation

In order to avoid saturation by bringing all vehicles into the system at the same time, the implementation of this new technical control will be gradual and spread out over time. It will extend over two years, until 2026. For vehicles put into circulation before January 1, 2017 and whose anniversary date of first registration is before April 15 of that year, the inspection must be carried out between on April 15 and August 14, 2024, as specified on the website.

For vehicles registered between January 1, 2017 and December 31, 2019, the new technical inspection must be carried out within four months following their anniversary date of first registration. As for those registered between January 1, 2020 and December 31, 2021, this must be done no later than four months following their anniversary date of first registration.

Finally, for vehicles registered from January 1, 2022, the inspection must be carried out within the six months preceding their fifth year of registration.

Specific content of the technical inspection for the vehicles concerned

The decree and order published on October 23, 2023 in the Official Journal specify the content of the technical inspection for these new vehicles concerned. During the visit, the inspector will check 80 checkpoints, compared to 133 checkpoints for a private car. The checkpoints are: vehicle identification, braking equipment, steering, visibility, lamps, reflective devices and electrical equipment;

Axles, wheels, tires, suspension, chassis, chassis accessories and other vehicle materials controlled for noise pollution.

At the end of the inspection, a report is drawn up. In the event of a negative result due to a major or critical failure, a second inspection must be carried out within two months following the technical inspection.

Find the nearest approved technical inspection center

To find the approved technical inspection center closest to your place of residence, you must go to the Utac-otc.com website. You will then need to choose the approved technical inspection center for a category L vehicle.

How much does the inspection cost?

In addition, prices for technical inspections vary depending on the type of vehicle and the center in which you carry out the inspection. It is therefore recommended to contact several approved centers in order to compare prices and availability before making an appointment.

It is important to note that these new regulations concerning technical inspection also apply to electric scooters and bicycles, further strengthening road safety for all users. Thus, with these new provisions, owners of motorized two-wheelers and quadricycles are encouraged to regularly maintain their vehicle and to respect the standards in force to guarantee their safety as well as that of other road users.
