CEMA: “The conditions are difficult, the mystique was broken”

The Center for Outpatient Medical Specialties of the General Pueyrredon Party celebrated a new anniversary. “We had a committee and the complaints reached there, we analyzed how we could improve the services that were provided. The CEMA did not manage to solve things the way we wanted, but we were close to that and to advance the steps of having a Municipal Hospital. We note that many services have broken down, equipment is breaking down and not being replaced properly and properly maintained. CEMA conditions are dire, the building conditions and this results in the fact that the people who were destined for these services, who are those who have the least resources, have difficulty obtaining these services. For these reasons, studies, specialized consultations are not carried out or they end up paying in the private sphere ”, he added.

He also recalled that “when the CEMA was inaugurated we had things planned for the future that some were achieved. The CEMA was a strategic plan to rethink the building’s health care mode. Today health services are absolutely inefficient, what I pretend is that it works for people. The delays were not due to the inefficiency of the institution, but due to the configuration of the system. For example, we had two neurologists and we had a six-month delay and 80% of the consultations were tension headaches, which had to be seen in the primary care system, this happened because we had not configured the way of working in a network. This is not so easy, it is a cultural change. In health, a large part of the money invested is spending and in this sense I am categorical. Health is an investment unlike some governments that have it as an expense. But it is also clear to me that when this investment is inefficient, how does this investment become an expense ”.
