César Hildebrandt referred to the recent approval of the draft constitutional reform for the return to bicamerality by the Plenary of Congress, during the last Friday, July 15. As reported, with 71 votes in favor, 45 against and six abstentionsyes, the proposal of the Constitution Commission, which intends to establish 45 senators and 130 deputies, failed to reach the minimum two thirds to omit the popular consultation and thus the law is ratified.
