Chainalysis Government Solutions filed a lawsuit on July 27 in the U.S. Court of Federal Claims against the U.S. government, challenging Immigration and Customs Enforcement (ICE) for awarding a $94.6 million sole-source blockchain forensics contract to rival firm TRM Labs without open competitive bidding.
The legal clash pits two names in the blockchain analytics sector against each other. Federal procurement data reveals an escalating reliance on digital asset surveillance by immigration authorities. ICE’s total spending on surveillance and data technology contracts climbed to $513 million in 2026, according to a report from Mijente, Just Futures Law, and the Surveillance Resistance Lab.
The Disputed Procurement and Sole-Source Justification
At the core of the litigation is a one-year contract running from July 1, 2026, through June 30, 2027. The agreement covers specialized blockchain forensic software and support services designed for Homeland Security Task Force investigations. These investigations target complex financial crimes, including cybercrime, cryptocurrency scams, and sextortion cases.
According to agency documents outlined in public reporting, ICE utilized a brief market-research window of approximately six days. During this period, the agency concluded that TRM Labs was the only provider capable of meeting its technical criteria. Eight companies responded to the market inquiry, including four small businesses. ICE determined that all of them lacked the necessary capabilities.
Chainalysis submitted a formal capability statement after ICE announced its intention to acquire the services from a single provider. Following the sole-source award to TRM Labs, Chainalysis filed its bid protest, labeling the government’s decision “arbitrary, capricious, and unreasonable.”
Sealed Complaints and Expedited Court Timeline
The precise technical grievances underpinning the lawsuit remain shielded from public view. On July 31, the court granted Chainalysis permission to keep its primary complaint under seal because the filing contains confidential business information and trade secrets.
Corporate attorney Ariel Givner noted developments on X, stating, “TRM already jumped in as an intervenor to defend the award. Briefing is underway and there’s oral argument set for early September.” TRM Labs officially entered the case on July 28 as a defendant-intervenor, aligning alongside the government to defend the procurement decision.
Judge Stephen Schwartz established an expedited judicial timeline. Court filings show responses from the government and TRM Labs were mandated by August 21, with Chainalysis submitting its reply by August 26. Oral arguments are scheduled for September 2. The government has requested a formal decision by September 10.

As oral arguments approach in early September, the outcome will dictate whether ICE must reopen the multi-million-dollar forensic procurement to competitive bidding or retain TRM Labs for the remainder of the 2026–2027 contract cycle.
