The growing global concern with the type of promotional messages to which young people are being exposed and their susceptibility in the digital environment motivated, on the initiative of deputy Jadyel Alencar, the Communication Committee of the Chamber of Deputies to debate the issue of data safeguarding and the online aimed at children and teenagers.
The challenge is to establish good practices that guarantee the non-exploitation of children’s vulnerabilities, who are targets of the most diverse advertisements, from electronic games to clothes and food, for example, without any control over the content offered.
“It is important to strike a balance between encouraging the use of media in an ethical, safe and healthy way, creating mechanisms that can guarantee greater parental control and platform collaboration, and preventing situations that expose minors to risks”, says Patricia Peck. “This involves creating channels for reporting and monitoring authorities, with the ability to act quickly to guarantee the well-being of children and adolescents.”
Therefore, the debate is between education in the ethical and healthy use of digital media by young people and how to bring limits to guarantee their well-being and safety, with a clear definition of roles and responsibilities of all actors involved: legal guardians, family members, community, platforms and authorities.
In this sense, the president of the Peck Institute points to an alternative to seek more transparency in interaction on digital networks. “It is possible to create a specific chip for use by children and adolescents, registered and certified by the competent bodies. This solution has already been adopted by other countries, such as the United Kingdom and the Philippines, for example. This way, the platforms would know that the connection is being used by a child and, therefore, they would have to apply the established rules and would be subject to penalties if they break the laws”, she suggests.
“On the other hand, parental control would also be made easier with the creation of the ‘chip kids’, as parents would be sure that browsing the internet would not cause harm to their children, as long as they took responsibility for ensuring that their children’s browsing was safe. only safely. It would be a simple and direct way to establish transparency with responsibility on the part of the parties. After all, we know that simply banning does not guarantee protection. It is necessary to combine information with control and reporting mechanisms, collaboration, inspection and education,” he emphasizes.
In this sense, the Bill 2628/2022 by Senator Alessandro Vieira, reinforces the importance of Brazil adopting a legal framework on the protection of children and adolescents in digital environments. “Article 17 of PL 2628/2022 talks exactly about the implementation of technical measures to be adopted by providers, a fact that is in line with the requirement of article 14 of the General Data Protection Law (LGPD)”, concludes Patricia Peck.
