“Chen Shui-bian and Taiwan’s Political Pulse: Understanding the Petition to Kaidao”

2023-05-04 23:02:00

Chen Shui-bian is very familiar with Taiwan’s political pulse, knows when and where to appear, and what issues to throw out, so that he can get the most media attention. He went to Kaidao to petition this time, apparently because his son Chen Zhizhong “may” be deprived of his life-long suffrage because of his involvement in the “Money Laundering Legal System Act.” When the decision was not yet made, Chen Shui-bian appeared on the stage to bid; what Chen Shui-bian was thinking about was always his amnesty.

Taiwan’s judiciary is sometimes incomprehensible. Congressman Chen Zhizhong was sentenced to one year in prison for violating the “Money Laundering Prevention Act.” Exchange Law was sentenced to 2 years and 10 months in prison, but he can still retain his qualifications as a legislator after being imprisoned. However, Chen Shui-bian’s appeal to Kaidao was not for this matter. He was for the expansion of the “Draft Amendment to the Law on the Recall of Public Officials” currently under review by the Legislative Yuan. . It is said that if the case is read for the third time and Chen Zhizhong applies, the Bian family will lose their political success.

Those who are familiar with the ecology of the Legislative Yuan know that the provisions of the “Public Official Election and Recall Law” to expand anti-criminalism are obviously unconstitutional. In fact, they were used by the ruling and opposition parties after the election last year, and there is almost no possibility of passing the third reading. Chen Shui-bian went to Kaidao to petition for a law that is almost impossible to pass. In addition to brushing up his own sense of existence, he also took the opportunity to speak out to Lai Qingde, the current chairman of the Democratic Progressive Party and presidential candidate.

Lai Ching-te, who was born in Tainan, once publicly advocated the amnesty of Chen Shui-bian, but A-Bian was not angry when he mentioned Lai Ching-te in Kaidao. He said, “If people don’t want to talk to you, do you want to stick your face to others’ cold ass?” When asked if he supports Lai Qingde? A-Bian also said that some things made him feel a little sad and disappointed, “feeling powerless” may be his current mood. “This matter is very strange. If people support it, they must continue to support it.” Apparently, A-Bian now has a lot of resentment towards Lai Qingde; what happened between the two of them? The outside world does not know; however, it must be that Lai Qingde has “alienated” Chen Shui-bian for a while, and even made him unwilling to take a positive position on the amnesty issue, which made A-bian deeply in his heart.

It is very natural for Lai Qingde to “alienate” A-bian, because if any DPP president or presidential candidate dares to boldly advocate amnesty for Chen Shui-bian at this moment, the polls may immediately drop by 5%. As for why the Bian case, which happened 15 years ago, still has such political backlash? The key lies in Chen Shui-bian himself.

The Bian case has long been a public case. The judicial system under the KMT ruled not only changed judges midway, but also created the theory of “substantial influence” in order to bring serious crimes of corruption to justice. However, Chen Shui-bian, as a resigned head of state, was imprisoned in a small room of 1.86 square meters and humiliated, which made people feel more sympathetic and angry. However, Chen Shui-bian did do “things that are not allowed by the law”. He sent money abroad and humiliated the supporters of the DPP. Before Chen Shui-bian and his family have confessed, admitted their mistakes, and repented, jumping directly to “A-Bian is not guilty” and “political persecution” is not “fair” for Taiwanese.

Chen Shui-bian himself may not know that when he went to Kaidao to petition on the basis of medical parole, and actively commented on political involvement in various ways, supporters of the blue camp were always happy to see jokes, but many supporters of the green camp would be furious. Said: “Why don’t you lock him back.” “Not imprisoning A-Bian” is because he, as the president who promoted Taiwan’s first political party rotation, has already received the punishment he deserved for his mistakes; All the huge sums of money sent overseas were remitted back; what’s more, he also sowed political right and wrong everywhere, trying to continue his political influence.

Akio Yabata, a Japanese media person who sympathizes with A-Bian, said that A-Bian has been in prison for many years and has already been sanctioned; South Korea’s “pardon for the former president” to resolve the remaining judicial issues may be a reference for Taiwan; after all, the dignity of a democratically elected former president is also a national dignity. It is true, but at this moment, A-Bian cannot be granted an amnesty. Apart from being contrary to the scope of application of the Amnesty Law and involving amendments to the law, the biggest key lies in A-Bian himself. If Chen Shui-bian actively devotes himself to public welfare services with his retired and useful body, and never talks about politics, if Chen Shui-bian really wants to pardon A-bian, who will say no?

But having said that, when Ah Bian, who is over 70 years old, is striving to pursue inner peace and is a “happy old man”, why would he care about whether he can be pardoned?
