The Chinese city of Hangzhou has deployed autonomous traffic-control robots equipped with cameras and radar to signal traffic, answer pedestrian inquiries, and flag roadside infractions. Developed by local firm SUPCON Information, the 1.88-metre, 98-kg T2 machines operate independently at busy intersections, handling repetitive enforcement tasks while lacking physical weapons or arrest powers.
According to SUPCON’s intelligent unmanned systems innovation centre head Cao Hui, the wheeled units move between pre-set positions to manage pedestrian and vehicular movement without direct remote control.
Hardware Architecture and Sensor Integration
Standing nearly two meters tall, the T2 relies on an array of onboard sensors, cameras, and radar to evaluate its immediate environment. This hardware stack processes real-time spatial data locally via onboard computing modules, allowing the machine to classify infractions instantly. However, physical limitations remain. Hardware testing indicates that extreme environmental factors—including strong sunlight, heavy rain, and temperature extremes—can temporarily impact the fidelity of the camera and radar arrays.
Operating autonomously from 7 a.m. to 6 p.m., the hardware is built for durability during long shifts. The units feature seven-jointed mechanical arms designed to mimic standard traffic-police gestures in synchronization with local traffic signals. Centralized dispatching and monitoring are handled through a dedicated software platform operated by human traffic teams, keeping a human-in-the-loop oversight model intact for broader command decisions.
Targeted Violations and Operational Scale
Unlike dystopian cinematic depictions, the T2 functions primarily as an educational and monitoring aid rather than a punitive enforcer. SUPCON highlights specific infraction types that the onboard algorithms are trained to detect. According to company data, the units flag:

- Riders operating e-bikes without a helmet
- E-bikes carrying unauthorized passengers
- Vehicles stopping past marked intersection lines
- Pedestrians crossing against active traffic signals
Since deployments began in May, SUPCON has placed 15 units across Hangzhou. The company reports that these robots have issued over 170,000 warnings. Furthermore, SUPCON claims the presence of the T2 units has helped reduce monthly instances of helmetless riding and stop-line violations by more than 40 percent, though local police have not responded to requests for comment on these specific metrics.
Expansion Plans and International Export Hurdles
The footprint of these autonomous units is expanding domestically. SUPCON notes that nearly 50 robots are currently active across roughly eight cities spanning three Chinese provinces, with deployment targets approaching 200 units by the end of the year.
Makers of similar automated enforcement hardware are looking toward international markets. AiMOGA, a robotics enterprise backed by Chery, has identified potential applications in regions with harsh roadside conditions, such as the Middle East’s high temperatures or Southeast Asia’s persistent rainy seasons. Yet, deploying robotic law enforcement abroad involves complex regulatory hurdles. AiMOGA executive Zhang Guibing noted that export models would require deep integration with local law-enforcement IT infrastructure, strict data-protection compliance, and regional certifications, particularly given the sensitive nature of continuous sensor-based public surveillance.
For now, the T2 remains focused on routine roadside monitoring within domestic pilot zones, leaving formal legal enforcement firmly in the hands of human authorities.
