CHP Mayor Expelled After Party Criticism & Congress Clash

by Alexandra Hartman Editor-in-Chief

Malatya’s Yazıhan Mayor, Abdulvahap Göçer, a member of the Republican People’s Party (CHP), has been expelled from the party following a disciplinary process stemming from criticisms leveled against the party leadership. The decision, reached by the CHP High Disciplinary Board, marks a significant development within the party and raises questions about internal divisions. The expulsion centers on accusations that Göçer’s conduct was inconsistent with party principles and undermined internal processes.

The CHP High Disciplinary Board’s decision, formalized under case numbers 2025/281 and 2025/19, found Göçer guilty of violations outlined in articles 68/1-b, 68/1-d, and 68/1-f of the CHP statutes, resulting in a “definitive expulsion” penalty. This unanimous decision underscores the seriousness with which the party leadership viewed the allegations against the Yazıhan mayor. Even as Göçer will lose his party membership, he will remain in his position as mayor of Yazıhan.

The disciplinary proceedings were triggered by a contentious exchange during the CHP Malatya 39th Ordinary Provincial Congress. According to reports, Göçer publicly criticized both the provincial party leadership and CHP Malatya Deputy Veli Ağbaba during his speech at the congress. The criticism reportedly escalated into a heated argument and physical altercation, creating a disruptive environment.

Following the congress, Göçer continued to voice his criticisms, making statements in media outlets considered supportive of the ruling AK Party, further fueling tensions within the CHP. These post-congress statements were cited as contributing to the grounds for his expulsion.

Disciplinary Action and Tüzük Violations

The CHP High Disciplinary Board detailed the specific violations that led to Göçer’s expulsion. Article 68/1-b of the CHP statutes addresses conduct inconsistent with party duties and membership. Article 68/1-d concerns contributions to political activities that contradict the party’s fundamental principles. Finally, Article 68/1-f prohibits obstruction of lawful processes during conventions and congresses, including hindering legitimate objections. The board found that Göçer’s actions demonstrably violated all three provisions.

Göçer, in his defense, reportedly maintained that he did not betray the party and expressed a belief that Turkey needed to move beyond “one-man rule,” according to Türkiye Gazetesi. However, the disciplinary board ultimately rejected this defense, citing the evidence presented.

Impact and Reactions

The expulsion of Abdulvahap Göçer represents a clear signal from the CHP leadership regarding internal discipline and adherence to party principles. Cumhuriyet reports that the decision was made unanimously, indicating a unified front within the High Disciplinary Board. The incident also highlights the ongoing challenges faced by the CHP in maintaining internal cohesion as it navigates a complex political landscape.

While Göçer retains his position as mayor, his expulsion from the CHP raises questions about his future political alignment and potential challenges in governing Yazıhan without the backing of his former party. The situation is likely to be closely watched by other CHP members and observers of Turkish politics.

The CHP has not yet released a statement regarding potential candidates to challenge Göçer in future mayoral elections. The party is expected to address this issue in the coming weeks as it assesses the fallout from the expulsion and prepares for upcoming local elections.

What comes next will depend on Göçer’s response to the expulsion and whether he chooses to form a latest political alliance or continue as an independent mayor. The CHP will also need to address the underlying issues that led to the conflict and work to restore unity within its Malatya branch.
