[월간수소경제 이종수 기자] In June, the government opened the world’s first hydrogen power generation bidding market (general hydrogen). The ‘clean hydrogen certification system’ is a system that certifies as clean hydrogen and provides incentives when greenhouse gas emissions in the process of producing or importing hydrogen are below a certain level.
The government also plans to open a clean hydrogen power generation bidding market in the first half of 2024. To this end, the clean hydrogen certification system and related laws must be prepared within this year. Through the ‘Public-Public Forum for Clean Hydrogen Certification’ held on June 29th, a draft was announced with the emission standard as 4kgCO2eq/kgH2 and the emission calculation range as ‘Well-to-Gate’.
In the second half of this year, the Ministry of Industry plans to revise sub-statutes of the Hydrogen Act and designate a clean hydrogen certification body. A separate study on clean hydrogen certification methodology and benefits (incentive plans) is also being conducted.
Companies and experts are raising the need for step-by-step strengthening of standards and bold incentive support in relation to the clean hydrogen certification system.
Step-by-step strengthening of standards is a part that the government agrees with. In the original emission standards, it was intended to include emissions from ships when procurement of hydrogen raw materials (such as natural gas) in the calculation range, but was temporarily excluded. The scope of emission calculation will also start with ‘Well-to-Gate’ and expand step by step to ‘Well-to-port’ in the second stage and ‘Well-to-wheel’ in the third stage.
Countries around the world are preparing to introduce a clean hydrogen certification system, and there is currently no country that has been perfectly institutionalized.
In fact, even when the government announced the ‘Hydrogen Economy Revitalization Roadmap’ in January 2019, clean hydrogen was a very distant topic on the roadmap, and extracted hydrogen was an issue. However, in the meantime, clean hydrogen has emerged rapidly due to the global climate crisis. In Korea, the supply of clean hydrogen has become urgent as the disadvantage of extracted hydrogen, which generates carbon dioxide during hydrogen production, has become more prominent. This is why they are trying to introduce a clean hydrogen certification system in a hurry.
In order to smoothly implement the clean hydrogen certification system, it is important for the government and companies to communicate and consult closely during the design process of the certification system. Expectations are high for the ‘Public-Public Forum for Clean Hydrogen Certification’ in which about 40 hydrogen-related companies and public institutions participate.
