Cluster Munitions and Journalist Casualties: The Controversial Role of Ukraine, Russia, and the US

On July 22, the Russian Defense Ministry reported the death of Zhuravliov during a Ukrainian attack on a group of Russian journalists in the hostilities zone in Ukraine. Three other correspondents were injured. Death occurred due to injuries caused by a cluster submunition explosion.

“We mourn the death of another journalist in this war. We express our deepest condolences to his family, friends and colleagues,” Dujarric said.

Expressly designed to cause loss of life and injury over a wide area, regardless of who or what is targeted, cluster munitions are prohibited by a convention signed by 123 countries.

On July 7, Washington announced a new military assistance package for Ukraine that included cluster munitions.

On July 16, the President of Russia, Vladimir Putinsaid his country had the right to use similar weapons, of which it has many stocks, if such weapons were used against its forces or its population.

White House National Security Council spokesman John Kirby confirmed on July 20 that these weapons were already deployed in Ukraine and stated that Kiev troops have used them “adequately and effectively.”

The United States, Ukraine, Russia, China, India, Pakistan, Israel and South Korea stand out among the countries that have not signed the International Convention against Cluster Munitions.
