Speaking at the Conference, TSKH. Phan Xuan DungParty Secretary, President of Vietnam Union of Science and Technology Associations (Vietnam Union of Associations) said, Pursuant to Resolution No. 671/NQ-UBTVQH15 dated December 23, 2022 of the Standing Committee of the National Assembly on organizing the collection of people’s opinions on the draft Land Law. Revision); Pursuant to the Government’s Resolution No. 170/NQ-CP dated December 31, 2022 on the promulgation of the Plan to collect People’s opinions for Draft Land Law (Revision);
Implement Plan No. 676/KH-MTTW-BTT on organizing the collection of People’s opinions on the draft Land Law (amended) of the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Chapter During the cooperation process between the Central Committee of the Vietnam Fatherland Front and the Vietnam Union of Associations, the Presidium of the Central Council of the Vietnam Union of Associations coordinated with the Central Committee of the Vietnam Fatherland Front to organize the workshop. “Consulting experts, scientists and organizations and units on the draft Land Law (amended)”.
“This consultation is a major policy of the Party and State in order to promote the right to mastery and mobilize the wisdom and enthusiasm of the people, experts and scientists. At the same time, expressing the will, aspiration and creating consensus among the people on the finalization of the draft Land Law (amended); Raise awareness and responsibility of each individual, agency and organization in the system of the Vietnam Fatherland Front and the entire people for the amendment of the Land Law and the implementation of the Land Law”, emphasized Mr. Dung.

TSKH. Phan Xuan Dung said, the conference “Consulting experts, scientists and organizations and units on the draft Land Law (amended)” focused on 12 contents including: Land allocation, land lease, permit change of land use purpose; Regarding land users and households using land; Grounds, competence, order and procedures for formulation and adjustment of master plans and plans on land use; Land policy towards ethnic minorities; Cases of land recovery for socio-economic development for national and public interests;
Regulations on compensation, support and resettlement when the State recovers land; The use of land for the implementation of investment projects through the agreement of land use rights; The permission to transfer or mortgage the lease right in the land lease contract with annual payment; Principles of land price determination, specific land price list; Authority to settle land disputes; The regime of land use in industrial parks, export processing zones and industrial clusters; Land policy for social housing, housing for workers.
In order to have today’s Workshop, the Vietnam Union of Associations and the Central Committee of the Vietnam Fatherland Front have ordered experts on each specific issue, the presentations are very carefully prepared.
“After the seminar, the Vietnam Union of Associations will synthesize the opinions of the delegates to send to the Central Committee of the Vietnam Fatherland Front and competent agencies, especially the Drafting Committee of the draft law. Drafting the Land Law (amended) to study, absorb and complete the Draft Law”, affirmed Chairman Phan Xuan Dung.
