Colorado River Water Cuts: Arizona, California, and Nevada Face New Federal Plan

Arizona, California, and Nevada will face mandatory water reductions from the Colorado River under a new federal framework released by the U.S. Bureau of Reclamation. Designed to protect the nation’s two largest reservoirs, the plan mandates a total cut of 1.25 million acre-feet across the Lower Basin states over the next two years, with Arizona absorbing the heaviest burden.

Mandatory Allocations and the Lower Basin Burden

The U.S. Bureau of Reclamation issued its Record of Decision on the Colorado River, detailing mandatory reductions and voluntary conservation targets meant to stabilize the waterway. According to federal reporting, water deliveries to the three Lower Basin states will be cut by 1.25 million acre-feet over the next two years. Out of these reductions, Arizona’s portion is the largest at 760,000 acre-feet, followed by California with 440,000 acre-feet and Nevada taking 50,000 acre-feet. If drought conditions deepen, those reductions could expand at any point. In addition to these mandatory cuts, states are directed to voluntarily conserve another 700,000 acre-feet over the next three years.

For Arizona, which is allocated 2.8 million acre-feet of Colorado River water annually during non-drought conditions, the situation marks a steep decline. Ongoing drought had already reduced that allocation by 500,000 acre-feet. The new framework shrinks it further to just over 2 million acre-feet, representing a 27% reduction from baseline levels. Up to 450,000 acre-feet are also reserved by the agreement to balance out reductions in federally mandated water rights for Arizona tribes, and a large portion of this water is leased to municipalities such as Phoenix and Scottsdale.

Lake Powell and the Critical Infrastructure Threshold

At the heart of the federal decision is the precarious state of Lake Powell, which currently sits at an elevation of 3,519 feet. This leaves the reservoir just nine feet above a critical infrastructure threshold needed to keep water flowing downstream. The lake dropped three feet in a single month leading up to the announcement.

Sarah Porter, director at ASU Morrison’s Kyl Center for Water Policy, highlighted the federal government’s focus on maintaining that specific operational buffer. Reactions from regional stakeholders vary. Arizona, holding the lowest priority rights in the Lower Basin, characterized the federal proposal as flawed.
