Concrete measures for energy justice

The planned real estate reform will introduce a weighting coefficient which will adjust the evaluation of hot water consumption according to the size of the accommodation, thus rectifying the situation for thousands of unfairly classified properties. From July 1, the application of this coefficient could, for a significant proportion of small areas, result in an improvement in their classification by one letter.

This modification of the DPE, which will be made by decree and the consultation of which is launched this week, is welcomed with enthusiasm by professionals in the real estate sector. Loïc Cantin, president of the National Real Estate Federation (Fnaim), underlines the importance of this reform to bring a breath of fresh air to a tense rental market. However, he highlights the need to verify the real impact of this measure on the 140,000 housing units concerned, crucial data for assessing the effectiveness of government intervention.

A surge of satisfaction among professionals

The favorable reception of this measure by unions of real estate diagnosticians, such as FIDI, CDI-Fnaim, and Sidiane, demonstrates a consensus on the need to adjust the DPE to more faithfully reflect the energy reality of small housing. These organizations are pleased that the reform does not modify the DPE calculation engine, thus preserving the integrity of the diagnosis while correcting its flaws.

Furthermore, the Ministry of Ecological Transition does not limit itself to adjusting the DPE for small areas. It also proposes support measures for co-owners in difficulty, in particular by suspending the ban on the re-rental of thermal strainers for those having voted for energy renovation work.. In addition, the simplification of access to MaPrimeRénov’, by making the RGE label more accessible to craftsmen, marks a desire to encourage energy renovation on a larger scale.

A positive development for the real estate market

This revision of the DPE for small housing is a crucial step in making the real estate market more equitable and efficient from an energy point of view. By correcting a calculation bias which unduly penalized small areas, the government is not only correcting an injustice; it also helps to boost a sector of the French economy.
