Condominium Funds Embezzled: Brescia Prosecutor Investigates €66K Theft

A condominium administrator in Sirmione, Italy, is under investigation for allegedly misappropriating at least 66,000 euros from homeowner funds, according to a report by Brescia-based news outlet Quibrescia.it. The case emerged after a vendor alerted residents to unpaid invoices despite consistent payments from the condominium owners.

The investigation, led by the Public Prosecutor’s Office in Brescia, began following the vendor’s complaint. Residents subsequently obtained bank statements covering the past three years, revealing a pattern of concerning financial activity. These statements reportedly showed negative balances, questionable transactions, and undocumented withdrawals.

Between 2023 and October 2025, withdrawals totaling over 37,000 euros were identified that did not correspond to expenses approved by the condominium association. A financial report presented to the association allegedly showed a positive balance of over 15,000 euros, while the official bank account reflected a deficit exceeding 4,800 euros.

Authorities are also scrutinizing a transfer of funds to an individual not involved in the condominium’s administration, a 4,000-euro withdrawal related to a homeowner’s purchase of a shared property area, and the unaccounted balance of approximately 23,000 euros from a 60,000-euro insurance settlement received in 2024.

The administrator was removed from their position in January 2026, and the newly appointed administrator initiated a comprehensive review of the condominium’s finances. This review uncovered unpaid invoices totaling around 44,000 euros, the disappearance of a 10,000-euro reserve fund, and the improper employ of a 5,000-euro line of credit that was later canceled. The administrator is also accused of submitting invoices for amounts exceeding those authorized by the association.

The complaint, filed by attorney Eleonora Rossini, alleges a total shortfall of at least 66,000 euros. The Brescia Prosecutor’s Office is now conducting a full investigation into the financial management of the condominium, which had been overseen by the administrator for over twenty years. Investigators are also examining whether similar irregularities may exist in other condominiums and residential complexes managed by the same administrator.

The Brescia Prosecutor’s Office has jurisdiction over crimes committed within the province of Brescia, and extends to the provinces of Cremona, Mantova, and Bergamo for cases involving organized crime and other offenses that raise significant public concern, according to information published on the office’s website.
