The former referee Xavier Estrada Fernández has filed a complaint this Wednesday against the suspended president of the Royal Spanish Football Federation (RFEF), Luis Rubiales, for allegedly diverting 1,921,280 euros destined for referee salaries.
The complaint before the Higher Sports Council (CSD) also accuses the general secretary of the RFEF, Andreu Camps; the president of the Technical Committee of Referees (CTA), Luis Medina Cantalejo, and his predecessor, Carlos Velasco Carballo, that referee remembered for the controversial 2014 World Cup duel between Brazil and Colombia: the famous ‘Yepes goal’.

The former referee denounces the “breach, by the RFEF, of the agreement for the remuneration of professional arbitration, dated August 9, 2018”, signed between the federation and La Liga.
Estrada Fernández considers in the letter that “the total amount of the amounts not destined to arbitration compensation, by the RFEF, from the 2018/2019 season to the 2022/2023 season, amounts to 1,921,280 euros.”

In addition, Estrada Fernández, an arbitrator who also denounced the ‘Negreira’ case, has requested the adoption of “provisional measures” so that the defendants are suspended from their positions and functions.
“He wishes to reiterate, once again, his determined will to defend the sports integrity and transparency of football, in all its areas and manifestations,” the complaint added.
Rubiales has been suspended from his position after the forced kiss of the Spanish team player Jenni Hermoso at the World Cup awards ceremony and, after several people and institutions denounced it, the National Court Prosecutor’s Office opened investigation proceedings into the understand that it could constitute a crime of sexual assault.

From Uefa they turn their backs on him
“Of course, what he did was inappropriate. We all know. I hope you know that was inappropriate. And this is enough for the moment as the FIFA Disciplinary Committee will decide”, said Ceferin in advance of an interview with the newspaper ‘L’Équipe’, on the eve of UEFA drawing the draw for the group stage of the League of Champions 2023/24.

In addition, Ceferin gave his opinion that Rubiales is still vice president of UEFA. “He is suspended from all functions of him, everywhere. It is not necessary to suspend it twice”, stressed the Slovenian president, alluding to the provisional sanction imposed by FIFA on Rubiales.
“His case is in the hands of the Disciplinary Commission. Any comment he might make would sound like pressure. I just have to say that it saddens me that an event like this overshadows the victory of the Spanish team. We should change things ”, he indicated in this regard.
