The accountant Yaziré Pinedo (26), close to former Prime Minister Alberto Otárola, registered her first two contracts with the State in June and August 2018, shortly after starting her university classes, according to a report released this Wednesday by El Comercio.

Without expertise in the public sector, the young woman was hired for S/ 8,000 to work as an administrative assistant in the Organism for the Formalization of Informal Property (Cofopri), an entity then directed by César Figueredo, current secretary general of Perú Primero, the party. of former president Martín Vizcarra (2018-2020).

Born in Tarapoto (San Martín), Pinedo has said on Canal N that her relationship with Figueredo dates back to 2015, that is, since she came of age. Six years later, in June 2021, she graduated with a bachelor’s degree from that university and the following year she obtained her public accounting degree from the same institution, according to the portal of the National Superintendency of University Higher Education (Sunedu).

Although he has declared a master’s degree in Public Management, the academic degree does not appear on the Sunedu portal. Shortly after graduating, Pinedo obtained, in August 2022, a service order for S/ 24,000 from the Authority for Reconstruction with Changes (ARCC). It was during the administration of former president Pedro Castillo (2021-2022), detained on charges of corruption and rebellion.

The ARCC, attached to the Presidency of the Council of Ministers (PCM), was then directed by Robert López, arrested last August for the ‘Los Operadores de la Reconstrucción’ case, an investigation into alleged crimes of criminal organization and corruption of officials. (aggravated collusion).

According to El Comercio, after obtaining the contract at that entity, the accountant presented an affidavit to commit to sending her proof of work for Cofopri, a document that would prove her “years” of “experience” in said organization. It is not specified if she finally referred him.

In December 2022, when Otárola was appointed by President Dina Boluarte as Minister of Defense, Pinedo visited him in his office, but that meeting was not officially recorded. Days later, he obtained two service orders for 18,000 and 35,000 soles in said portfolio to file, organize and classify files, as well as to prepare official letters and letters for the subsequent supervision of hiring.

The Comptroller’s Office, however, warned that this state employment led to irregularities, since the “two awards without procedure” were contemplated, according to a report, for “activities that do not correspond or are incompatible” with the contracting modality of location for services. .

At the beginning of 2023, when Otárola was already presiding over the Cabinet, Pinedo received an email from the PCM asking him to send a quote for the administrative care service in the Supply Office, a requirement that, under the eyes of specialists, is only sent to high profile professionals. She did not respond to the email.

From 2018 to 2023, Pinedo pocketed a total of S/ 85,000 from the national treasury. A conversation leaked this week to the press – in which she participates with the former premier, with whom she had a short-lived relationship in 2021, according to her testimony – produced a political shock and the resignation of Boluarte’s former number two.

The accountant has indicated that the revelation was part of a “plot” against Otárola, in which Figueredo, Vizcarra and the president’s brother – Nicanor Boluarte – participated, who, according to her version, sought her out to offer her money as part of of the conspiracy and obtain the dismissal of the former prime minister to put a closer person in his position.

The Prosecutor’s Office, which is investigating the case, accuses the former spokesperson of the Executive “as the alleged instigator of the crime against the public administration (incompatible negotiation)”, despite the fact that he insists that he did not commit any illegal act.

The audio released by Pinedo has also confronted her with a warning from former Minister of Defense, Jorge Chávez, whom she accused of having recommended her to work in that portfolio. The former head has announced that he will initiate legal proceedings for defamation if the accountant is not completely rectified.
