Culture union: The government is making savings on the budget by firing those with salaries between 2,100 and 3,574 lei.

The decentralization of the County Directorates of Culture, a measure proposed in the draft which aims to reduce budget expenditures, would save the budget by throwing out those with low salaries, says the Culturalia Union.

“The savings on the budget will be insignificant. Salaries in the County Directorates for Culture are between 2100 lei and 3574 lei net”, the cited source mentions.

The vice-president of the Culturalia Union, Marius Voicu, claims that the elimination of just over 200 employees from the county directorates for culture, paid anyway below the level of any other devolved service, would not bring any service to Romania’s budget.

• “Such a measure will create a conflict of interests, because local public authorities often have their own real estate projects with direct benefits.”

• “This will lead to the destruction of heritage buildings, without making any significant savings to the state budget”.

“Destroying national cultural heritage, in order to create an insignificant economy, is not at all productive for a state of law”, said Voicu.

The employees of several county departments for culture protested in front of the institutions, to stop the destruction of the cultural heritage.

According to the quoted source, the total expenses with these departments are approximately 2% of the budget of the Ministry of Culture, already underfunded in relation to the actual needs, given that a good part of the amount is provided from the extra-budgetary revenues of the county departments for culture.

Also, the union says, the transfer of the Directorates for Culture from the Ministry of Culture to the County Councils will lead to the complete disappearance of the attributes of the Ministry of Culture, which will no longer be able to implement policies to regulate, save and promote cultural heritage and will not could still monitor the state of the national cultural heritage.

• “The transfer of the duties of the county directorates for culture to the local public administration will inevitably lead to the diminution to the complete disappearance of the functions of the Ministry of Culture, making it impossible to implement policies to regulate, save and promote the national cultural heritage, but above all, the ability of the Ministry of Culture to monitor the state of the national cultural heritage and to control the application of the legislation in force in this field will disappear”.
