Cyberattack Hits Berlin State Ministries: Government Network Breached

Several Berlin state ministries, including those overseeing climate action, building, and housing, were disconnected from the government’s high-speed IT network following a security breach. Authorities cut off the affected departments as a precautionary measure while relevant agencies work around the clock to contain the incident.

The Anatomy of the Berlin Network Breach

A cyber incident has forced the hands of municipal authorities in the German capital. The premier’s office confirmed that a security breach had pierced the Berlin state network, triggering emergency protocols across multiple government agencies.

The compromised architecture relies on a secure high-speed fiber-optic network known as BeLa. Connecting roughly 600 government and public sites across the city-state, BeLa is operated by ITDZ Berlin.

As a precaution, administrators severed connections to several key departments last Friday. Agencies managing climate action, building, and housing found themselves isolated from the network.

Investigations into the intrusion are moving. The Federal Office for Information Security (BSI), the Berlin public prosecutor’s office, and the State Criminal Police Office are currently handling the case.

“Investigations have revealed a security breach in the Berlin state network. All relevant agencies are working around the clock to secure the state network,” the premier’s office said in an official statement.

This digital assault comes amid repeated warnings over rising cyber and hybrid threats targeting public institutions, businesses and critical infrastructure.

Public officials have warned about these threats. In June, Interior Minister Alexander Dobrindt offered an assessment of the current climate. “Germany is not at war, yet we are a daily target of hybrid warfare,” Dobrindt stated, characterizing these threats as “the shadow wars of the 21st century.”

State authorities have remained tight-lipped regarding attribution. Officials did not say who might be behind the attack. Furthermore, officials have not confirmed if any data had been stolen, or whether the departments remained fully operational.

“The security of the state network is the top priority. For investigative reasons, no further specific information regarding the scope or background of the incident can be provided at this time,” the premier’s office added.

Incident Response and Investigative Framework

The involvement of the BSI, the State Criminal Police Office, and the Berlin public prosecutor’s office ensures coordination in investigating the Berlin municipal network.

While disconnecting ministries prevents further issues, investigators are working to determine the scope of the incident and secure the network.

The unfolding situation in Berlin underscores the vulnerability of municipal digital ecosystems. As threats target public institutions, local governments must manage the security of their state networks.
