Cape Town – Western Cape Premier Alan Winde is facing mounting pressure on multiple fronts, including scrutiny over an ethics breach related to an undisclosed sponsored trip to Fresh York and a recent incident in the provincial legislature involving his choice of attire. The Democratic Alliance (DA) leader is appealing a finding that he violated the legislature’s code of conduct, even as opposition parties are calling for his resignation.

The controversy stems from a trip Winde took to New York in September 2024 to attend Climate Week NYC 2024, where he participated as both Premier of the Western Cape and as the African co-chair of the Under2Coalition, a network focused on reducing greenhouse gas emissions. The Western Cape legislature’s conduct committee determined that Winde failed to declare a sponsorship covering an economy-class return ticket, valued at R51,000, in his declarations form filed in February 2025. This failure to disclose the sponsorship constitutes a breach of the legislature’s code of conduct, according to the committee’s report.

Ethics Complaint and Winde’s Defense

The complaint was initially lodged by Khalid Sayed, the provincial opposition leader of the African National Congress (ANC). Winde argued that he was attending the conference in dual roles – as Premier and as co-chair of the Under2Coalition – and that the sponsorship was offered by the coalition to offset costs incurred by his provincial government. However, the conduct committee rejected this explanation, maintaining that the sponsorship should have been declared regardless. Winde is now appealing the finding, with his office stating that he did not receive any personal gift or sponsorship. According to a statement from Premier spokesperson Regan Thaw, the trip was co-funded by the Under2 Coalition.

This incident comes on the heels of similar scrutiny faced by another DA figure, Public Works Minister Dean Macpherson, who has been questioned about traveling with his spouse to a BRICS forum summit in Brazil at a cost of at least R350,000 to the taxpayer, allegedly in violation of his department’s travel policy. Macpherson has denied any wrongdoing in that matter.

Legislative Attire Sparks Debate

Adding to the Premier’s challenges, a separate incident in the Western Cape Provincial Legislature has drawn criticism from the ANC. Winde reportedly wore cycling shorts under his trousers during a session, prompting a rebuke from opposition members. The ANC has characterized the attire as disrespectful to the legislature and the public.

ANC Provincial Legislature spokesperson, Cameron Dugmore, stated that the incident was “unacceptable” and “a sign of disrespect” to the institution and the people of the Western Cape. He further suggested that the Premier’s behavior demonstrated a lack of seriousness and professionalism.

Calls for Resignation and Legislative Action

The ANC Caucus in the Western Cape Provincial Legislature has formally called for Winde’s resignation, citing both the ethics breach and the attire controversy. They argue that his actions undermine public trust and demonstrate a disregard for the standards expected of a public official. The ANC maintains that Winde violated Paragraphs 12(9) and 3(7) of the legislature’s code of conduct.

The legislature is scheduled to vote on the conduct committee’s report. The ANC is urging all members, including those from the DA, to support the report and reaffirm that no one is above the rules of the legislature.

The Premier’s office has not yet responded to the calls for resignation, but has reiterated its commitment to transparency and accountability.

As the appeal process unfolds and the legislature prepares to vote on the ethics report, the situation remains fluid. The outcome of these proceedings could have significant implications for Winde’s political future and the reputation of the DA in the Western Cape.
