Deputies advanced with the educational financing bill

The Budget and Finance Commission, headed by national deputy Carlos Heller (FdT), analyzed the Educational Financing bill that establishes an increase in annual investment, over a period of seven years, from 6% to 8% of GDP.

The representative of the Frente de Todos Blanca Osuna, president of the Education Commission, referred to the majority opinion issued yesterday, and noted: “Education needs concurrent action between the Nation and the provinces through bilateral agreements, That is why the law suggests an increase in the budget to 8% of GDP.”

In addition, the legislator assured that “the norm prioritizes investment,” considering: “We believe that more resources must be put into education.”

For his part, the Radical Evolution deputy Alejandro Cacace indicated that “they signed the opinion, but with partial dissent” and in that sense he referred to the article related to “Fiscal responsibility and the specific allocation of co-shareable resources.”

“The objective of the Law is to increase educational investment and for the Nation and the provinces to participate,” said Cacace, but – he clarified – “the provinces cannot be forced to use their resources if it is not through accession or agreement”.

Along the same lines as his opponent, from the Civic Coalition, deputy Maximiliano Ferraro asked to “reach an agreement regarding the effort that the provinces should make.”

Then, the Pro representative Laura Rodríguez Machado agreed with her counterpart when she expressed: “The Nation cannot force the provinces to spend their budget on certain issues.”

Meanwhile, the president of the Frente de Todos bloc, Germán Martínez, ratified the decision to continue debating the points of disagreement.

Faced with some dissidence related to federalism, deputy Carlos Heller (FdT) proposed that all observations be incorporated into the majority opinion of the Education commission in order to “reach the chamber in a consensus wording.” “There are 25 signatures for the majority opinion and 12 signatures for dissent,” the deputy said.
