President Macky Sall appointed Idrissa Seck as President of the Economic, Social and Environmental Council (CESE) on November 1, 2020, an appointment that surprised many people including Dethie Fall.
The latter, a former collaborator of Idrissa Seck, commented on this decision. According to the leader of the Republican Party for Progress (PRP), the appointment does not constitute a “betrayal” on the part of Idrissa Seck.

“All that Idrissa Seck had to say with me is none other than scenarios. For each scenario, I gave him my point of view. The final decision belonged to him and this final decision, I learned it like you. I learned like you that we had just named him president of the Cese on the radio […]. I didn’t take it as a betrayal.” he implied.
With her appointment, Idrissa Seck replaced Aminata Touré and became the fourth personality of the state. Following his reappointment as Prime Minister in September 2022, he is now the state’s fifth personality.
