An exceptional audience, with the presence of representatives of politics and civil society, which took place yesterday, in the Queen’s Room of the Chamber, on the occasion of the conference «The Constitution of all Dialogue on the premiership», organized by the Foundation De Gasperi, in collaboration with the Craxi Foundation. Several well-known faces from the business, artistic and sporting worlds were present. An opportunity full of food for thought, thanks also to the contributions of the academic community, on a constitutional reform, that of the premiership, which began its journey in the hemicycle of Palazzo Madama just yesterday. A discussion that ended with the intervention of the Prime Minister, Giorgia Meloni, who indicated some of the objectives of the measures, starting with that of creating stable executives, elected by the people, safeguarding the role of Parliament and putting an end «to the season of technical governments, of reversals, to the season of rainbow majorities which have no correspondence with the popular vote. I think – added Meloni – that it is a mistake to approach these issues with an ideological approach, especially linked to contingent interests, which is the prevailing orientation in this debate, but it would be a mistake for politicians to retreat and throw in the towel in the face of this attitude. It is a risk for me to make this reform, but if I didn’t take this opportunity I wouldn’t be at peace with my conscience.”

I don’t know whether to read it as a threat or as a substantial lack of argument on the merits”, the words of the prime minister, who rejected the accusations of an emptying of the Quirinale’s prerogatives, pointing out that it was, if anything, “a choice” to “leave unchanged the fundamental powers of the President of the Republic”. The head of the executive then extended his hand to the opposition, saying he was “always available” for dialogue, “as long as the intent is not dilatory”, and bluntly defined “personalization as a mistake because this reform does not concern the present , but it concerns the future: it does not concern you or President Mattarella who is constantly brought up.” Finally, a nod to the electoral law with the willingness shown by Meloni to reintroduce preferences. Then Meloni clarified: «Today the word goes to Parliament but if a solution is not found the word will go to the Italians. But it is wrong to personalize the referendum as happened in the past because this reform belongs to everyone.”

In his greeting address, the President of the Chamber Lorenzo Fontana declared: «Given my institutional role, I will not go into the merits of the reform currently under discussion. But I reiterate the need to seek the broadest consensus of political forces so that the constitutional revision bill can be voted on by as many parliamentarians as possible.” For her part, the Minister for Institutional Reforms and Regulatory Simplification, Elisabetta Casellati, strongly defended the reform. «The choice to have the Prime Minister elected by the people – you observed – does not entail any risk of authoritarian drift, no laceration of the constitutional fabric, no breakdown of the republican order. On the contrary, the Constitution is finally reconciled with the principle of popular sovereignty, entrusting to the voters not only the choice of representatives, but also of who will govern them”. While for Meloni it is “transformism” that weakens the Chambers.
