Digital is a structuring lever to support the transformations of the offer of Social and Medico-Social Establishments and Services (ESSMS); it involves in particular the development of exchanges and sharing of information between actors in health, medico-social, social, education, professional or social integration and assistance to users and caregivers.
The Ségur de la Santé, in its digital component, offers a historic opportunity to accelerate the integration of digital in the ESSMS. In order to support and synchronize the efforts of ESSMS contracting authorities and that of software publishers, Ségur Numérique is setting up a financing mechanism open to publishers, known as the Non-Selective Open System (SONS), financing accompanied by requirements for compliance with a national benchmark, known as “Ségur referencing”, complementary to digital ESMS financing.
In its application to the social and medico-social sector, the digital Ségur makes it possible to mobilize €600 million from 2021 to 2025. This financial volume makes it possible to significantly extend the ambitions initially defined within the framework of the digital ESMS program. Part of the financing will be intended directly for the contracting authorities of the ESSMS, another part will contribute to financing the effort of the publishers.
