DKI Jakarta Provincial Government Did Not Evaluate Previous Governor’s Policies – 2024-03-07 12:57:37

The DKI Jakarta Provincial Government (Pemprov) and Acting Governor Heru Budi Hartono are said to have not evaluated the policies made by previous governors. This can be seen in the Jakarta Superior Student Card (KJMU) polemic that has occurred in recent days.

Lecturer at the Faculty of Administrative Sciences, University of Indonesia, Lina M Jannah, said that the government should first evaluate previous policies, especially those related to educational social assistance.

“It should be evaluated first before making changes. I’m afraid the program was supposed to be for 4 years but then it wasn’t evaluated and was stopped midway,” he said to Media Indonesia, Thursday (7/4).

He also said that the DKI Provincial Government actually has plans for a good program for the future. KJMU is also a policy that has been carefully thought out from the start.

Lina emphasized that the chaos that occurred was not just a technical error, it could have occurred due to the government’s negligence in establishing new policies.

“One thing I see is that the planning is not good if we make a program, especially when we talk about scholarships for college, it’s not just one year, it should be clear from the start that the bachelor’s degree is provided for 4 years,” he explained.

He hopes that the DKI Jakarta Provincial Government will escape responsibility by simply calling this chaos just a system error.

“The government should not wash its hands due to system errors, the system that is built is the government, and don’t then pretend to wash your hands,” he explained.

For your information, the problem of deleting thousands of students’ names occurred due to changes in the data for KJMU phase 1 recipients in 2024. The DKI Provincial Government is using a new mechanism in using its data sources.

The data source for determining KJMU recipients that students have complained about is the Integrated Social Welfare Data (DTKS) which is approved by the Ministry of Social Affairs.

Then, this data is combined with Socio-Economic Registration (Regsosek) data issued by the Ministry of National Development Planning/National Development Planning Agency (Bappenas).

Matching DTKS with Regsosek is done to find out the ranking of well-being (decile). The decile categories that still qualify as recipients of the education aid include very poor (decile 1), poor (decile 2), almost poor (decile 3), and vulnerable poor (decile 4).

Meanwhile, KJMU recipient students who are now determined to be in the decile 5-10 category or who are considered well-off families have been removed from the list of recipients of social assistance for education costs.

The problem is, many poor students are determined to fall into decile 5-10, so they are removed from the list of KJMU recipients.

Finally, Heru Budi Hartono decided to re-enter the KJMU recipient data which had previously been crossed out. Even though the student data was re-entered, Heru emphasized that his party would still carry out re-checks to determine the eligibility of recipients of social assistance for education costs.
