Does Ron DeSantis have the legal power to relocate migrants?

Florida legislators approved a measure that will allow Governor Ron DeSantis to continue relocating migrants to the United States; a decision widely criticized by human rights defenders. This measure passed thanks to the majority that Republicans have in Florida, but does the governor have the legal right to do so?
