Draft Results of the 56th ASEAN Foreign Ministers’ Meeting: A Comprehensive Overview and Political Intentions

Ms. Ratchada Thanadirek, Deputy Spokesperson for the Prime Minister’s Office, revealed that the Cabinet meeting (Cabinet) has approved the draft results document of the 56th ASEAN Foreign Ministers’ Meeting and related ministerial meetings, amounting to 15 copies. Draft documents will be signed and certified. at the 56th ASEAN Foreign Ministers’ Meeting during 11-14 July 2023 in Jakarta hosted by the Republic of Indonesia.

For all 15 results documents, divided into 12 draft documents to be co-certified (adopt) and 3 draft documents to be signed as follows:

The first edition of the Draft Joint Statement of the 56th ASEAN Foreign Ministers’ Meeting is a document expressing the joint political will of ASEAN Member States during the 56th ASEAN Foreign Ministers’ Meeting under the theme “ASEAN is the Center for Prosperity” The Second Draft Joint Statement Reflecting on the 20th Anniversary of China’s Accession to the Treaty of Friendship and Cooperation in Southeast Asia (TAC) on the importance of the 20th anniversary that both sides continue to affirm their commitments to the TAC Treaty by strengthening trust Promote cooperation in all fields that are mutually beneficial. and comply with the Declaration of Guidelines of Practice of various parties 3rd ASEAN-AOTIAroa New Zealand Joint Statement on Cooperation on ASEAN Perspectives on the Indo-Pacific 4th Draft Joint Statement of ASEAN and Russia Foreign Ministers on the 5th Anniversary of the Fifth Edition of ASEAN-Russia Strategic Partnership Draft Annex to Action Plan for Implementing ASEAN-India Partnership ASEAN-USA Plan of Action 2021-2025: Comprehensive Strategic Partnership between ASEAN and the United States for Peace, Progress and Common Prosperity (2021-2025) Sixth Edition 7th Draft Guidelines for Accelerating the Development of Guidelines in the South China Sea Effective and comprehensive content to be completed quickly, such as the deadline for negotiating the South China Sea Guidelines to be completed within 3 years, holding regular meetings 4 times a year, as the 8th manuscript, the Asian Summit Action Plan. Taking into account the role, achievements and challenges of the ARF in the past 30 years, the 10th edition of the Draft ASEAN Conference Statement 30th Asia-Pacific Regional Political and Security Cooperation (ARF) 11th on Strengthening Maritime Security Cooperation in New Forms Draft ASEAN Meeting Statement On Political and Security Cooperation in the Asia-Pacific Region (ARF) on Nuclear Risk Reduction Through Cooperation and Actionable Measures No. 12 Draft ASEAN Meeting Work Plan on Political and Security Cooperation in the Asia-Pacific Region (ARF) on Countering Terrorism and Transnational Crime 2023-2025, with a framework on urgent issues: 1. Ms. Ratchada said that all 15 documents to be certified and signed are not treaties under international law. and not a contract under section 178 of the Constitution of the Kingdom of Thailand as well as not being an act that has a binding effect on the next Cabinet because it is a draft document to show political intentions work with ASEAN Member States and Dialogue Partners to promote cooperation and expanding operations in various fields which is something that Thailand has been continuously working on
