Emmanuel Macron launches “Act II of a law for growth” and a new reform of the labor market

“The France of common sense rather than the France of hassle. » It is with this slogan that Emmanuel Macron summed up, Tuesday evening January 16, his desire to make the simplification of the daily lives of business leaders a priority, to “liberate even more those who do, who innovate, who dare”.

“There is still too much complexity which discourages entrepreneurs, industrialists, traders, farmers, craftsmen. (…) And we can’t afford it anymore. This is why I ask the government to remove standards, reduce deadlines, make hiring even easier, increase all thresholds for triggering obligations”declared the President of the Republic, asking “an act II of a law for growth, activity, economic opportunities”.

Reconnecting with Emmanuel Macron who, as Minister of the Economy under François Hollande, introduced, in 2015, the law for growth, activity and equal economic opportunities. Better known as the “Macron law”, it notably allowed the creation of these bus lines across France, or “Macron cars”, facilitated Sunday or night work, or opened up regulated professions such as notaries. .

“Tougher” unemployment compensation rules

What will happen this time? Since November 2023, Bercy has launched a major consultation of business leaders on the subject, with the prospect of a bill ” before summer “. It is the latter – renamed “Macron 2” and presented in March – which should serve as the basis for this desire for simplification, specify the Elysée and Bercy.

But the instructions were more for the identification of small “hassle” of everyday life, to use Mr. Macron’s expression (such an illegible administrative document, such a problematic standard), than a major reform. As for the “one-stop shop” already created by the Pacte law in 2019, to facilitate procedures, the Court of Auditors denounced, in December 2023, its implementation “chaotic”.

This liberation of “economic opportunities” can only be done because “more French people will work”explained the Head of State subsequently, recalling his objective of full employment – ​​around 5% unemployment, compared to 7.4% currently.

To do this, he announced Act II of the labor market reform, implemented when he came to power in 2017. Without going into details, the Head of State assured that this project would be spear “from spring”. “The government will encourage the creation and resumption of employment”he said, specifying that the rules for unemployment compensation would be “more severe when job offers are refused”. A hardening which would however go with a “best support for[s] unemployed through training ».
