In four years of his term in office, Charles Michel has never been considered a political luminary. His chairmanship as Permanent President of the European Council annoys quite a few of the 27 heads of state and government. Rather unstructured in terms of content and without his own profile, he tends to be excessive in meetings with endless agendas: to inefficiency.
