At about 14:20 pm on the same day, the working group signaled to stop the car with license plate number 88A-288.45 driven by Mr. Cao Van Ly to check the alcohol content. When the car approached the working group, Mr. Ly suddenly turned the car around and went in the opposite direction.

After running for about 2km, Mr. Ly drove his car straight into Mr. NCD (37 years old, living in Me Linh, Hanoi) who was driving a motorbike in the same direction.
After causing the accident, Mr. Ly did not stop the car, but continued to run for about 100m more, the car knocked soldier Nguyen Danh Nam to the road.
At 15:00 on the same day, Mr. Cao Van Ly drove the vehicle to Vinh Tuong District Police to present and confess his violations.
Both Mr. Nam and Mr. NCD were seriously injured and are being treated at the hospital.
