The expansion of the transmission system in Argentina is one of the main challenges for the development of more renewable projects in different parts of the country, especially in those areas of greater feasibility for wind or solar farms that currently do not have available transportation capacity, such as the case of the Buenos Aires – Comahue – Patagonia corridors and Center – Cuyo – NOA.
Consequently, the government has already launched the Federal Plan for Electric Transportation III to expand the network as a result of the conditional credit line of USD 1.14 billion that the Inter-American Development Bank (IDB) approved almost a year ago (jointly financed with the European Investment Bank and the French Development Agency), with the aim of promoting the decarbonization of the energy sector in Argentina.
And a few days after the announcement of the tender for new electrical works in the province of Saltafrom the IDB explained what foreign financial institutions are looking for when providing capital to countries with the potential to add more renewable capacity.
“The important thing about investments is that they are aligned with the Paris Agreement and international commitments and trends. For example, the 23 projects that each province submitted to the Federal Plan III must meet certain requirements, such as that the lines reduce the use of diesel and allow the entry of renewables, or that they reduce losses in the transmission system.” , remarked Virginia SnyderSenior Energy Specialist at the IDB.
“These are factors that funders look for and observe when investing in each country, because they know that this will open the doors to the private sector, both national and foreign,” he added during an IN-VR event.
For this, the Inter-American Development Bank not only provides the capital for the construction of the new electrical infrastructure, but also technically accompanies the process, giving support to the executing companies, as well as continuity in the entire environmental and social part to comply with the policies own as well as the European Investment Bank and the French Development Agency.
And in the same way, it provides support to the provinces that do not have the possibility of preparing the plans, traces, electrical studies and other key documents for the advancement of the transport system.
“For example, some jurisdictions worked for many years to prepare projects but were waiting for financing, which means that their specifications and environmental and social permits became obsolete over time, so they are supported to get to the point of what investors require”, commented Virginia Snyder.
“There is also concern about how much employment can be generated, how much can be saved if you can monitor using drones, or even the savings in future cable laying or cable design,” he concluded.
