Exploring Competition Concerns in the UK’s Public Cloud Infrastructure Market: Microsoft Investigation

Following a referral to Ofcom, the UK’s Competition and Markets Authority (CMA) announces the launch of an investigation into the provision of public cloud infrastructure services in the UK, citing Microsoft by name.

This independent investigation, which is due to be completed by April 2025, aims to determine whether there are competition concerns and, if so, what interventions can improve the provision of these services for UK customers.

In its study, Ofcom identified a number of features in the provision of cloud services that make it more difficult for customers to switch and use multiple cloud providers, such as exit fees or technical barriers.

‘Ofcom’s report also highlights concerns it has heard regarding the software licensing practices of some cloud providers, particularly Microsoft,’ the CMA adds in its statement.
