A former Ukrainian naval commander who defected to Russia following the 2014 annexation of Crimea has been killed in a targeted bombing in the port city of Sevastopol, according to regional reporting. The 49-year-old officer, identified as Robert Shageyev, died when an explosive device detonated near him, with witnesses and local reports pointing to a suspected female operative who had been observing his movements prior to the blast.
According to Ukraine Today, Shageyev was once in charge of Kyiv’s sole submarine, the Zaporizhzhia. Following the 2014 seizure of Crimea by Russian forces, he switched sides, surrendered the vessel without a fight, and swore allegiance to the Russian military.
Operational Details and the Sevastopol Blast
The fatal explosion occurred in Sevastopol, where Shageyev had continued his career within the Kremlin’s naval command structure. According to Ukraine Today, investigators and witnesses reported that a bomb was planted in a trash can outside a building and detonated as Shageyev walked by alongside another person.
Russian media accounts cited by Ukraine Today noted that a woman between the ages of 28 and 30, carrying a backpack, had been seen watching Shageyev prior to the detonation.
Background and Defection
Shageyev’s naval career spanned both sides of the conflict. Before his defection, he commanded Ukraine’s Zaporizhzhia submarine. After joining the Russian navy, his responsibilities expanded significantly within the Black Sea Fleet.
In 2015, he was appointed commander of a submarine division stationed in Sevastopol Bay. Between 2017 and 2018, he reportedly commanded the Russian submarine B-262 Stary Oskol, a Varshavyanka-class vessel capable of launching Kalibr cruise missiles. Ukrainian authorities maintained that he participated in naval strikes against Syrian targets and later oversaw cruise missile operations directed at Ukrainian cities.
In July 2022, Ukrainian authorities formally notified Shageyev of suspicion of high treason, accusing him of abandoning his oath and handing over state naval assets to an invading force without resistance.

According to Ukraine Today, intelligence assessments indicate that Russia has lost as many as 19 senior army generals and commanders, many in targeted operations attributed to Ukrainian security networks.
