The Government is today unveiling increased 2024 hospital rates for all sectors in order to support the resumption of activity and the response to the health needs of the French.
The Government has just presented the rates that will be billed to Health Insurance by health establishments. Public hospitals and private clinics will see their prices increase again this year, the Government having chosen not only to strongly support health establishments but also to apply the same pricing rules to the public sector as to the private sector.
For medicine, surgery and obstetrics activities, subject to final technical adjustments, this increase will be +4.3% for public health establishments and private non-profit establishments and +0.3% for those in the lucrative private sector.
These prices are the concrete translation of the +3.2% increase in the ONDAM for health establishments provided for in the social security financing law for 2024 and represent an increase of €3.2 billion in establishment resources.
This increase also reflects support for the resumption of activity by health establishments both to meet the needs of the population and to continue the gradual normalization of post-health crisis financing.
In this pricing campaign, the Government will grant very strong support to certain activities, with the aim of boosting them: medicine, pediatrics and maternity wards as well as transplantation and palliative care.
The Government also chooses responsibility and trust. The system for securing establishments’ revenues, resulting from the Covid-19 period, will be extended again this year, in order to protect the most fragile establishments. In line with the objective of returning to normal, the level of security will however be limited to 50% of establishments’ historical revenue (compared to 70% in 2023). The prudential coefficient remains set at 0.7% of the price of stays, as in 2023.
The increase in prices decided by the Government makes it possible to finance nearly €1 billion in salary increase and attractiveness measures for hospital professionals and to support the resumption of activity of hospitals so that they can best respond to health needs of the population.
This increase in prices also concerns home hospitalization, which benefits from significant support, intended to promote its development and particularly that of palliative care in HAD. Medical and rehabilitation care and psychiatry will also have increased resources.
Finally, the pricing choices made for 2024 mark a new stage of support in favor of mental health, in direct application of the guidelines set by the President of the Republic and the Prime Minister, with an evolution of funding allocated to psychiatric activities closely. of 400 million euros.
