From next month, the quarantine and testing arrangements for Hong Kong people entering from overseas will be adjusted, and non-Hong Kong people will be banned from boarding flights to Hong Kong

The government has announced risk-adjusted overseas boarding, quarantine and testing arrangements for those arriving in Hong Kong from areas other than China. From 0:00 a.m. on April 1, Hong Kong residents who have stayed in any overseas region in the past 14 days must present an approved vaccination record and a polymerase chain reaction (PCR) nucleic acid test sampled within 48 hours before the scheduled departure time. A certificate of infection (i.e. negative) result; and a 7-night or 14-night booking confirmation letter after arrival at the designated quarantine hotel (completing compulsory quarantine earlier) or 14 nights before boarding to Hong Kong, and non-Hong Kong residents are not allowed to board from any overseas region aircraft to Hong Kong.

The new arrangements are applicable to Hong Kong residents who have stayed in any place outside China on or before boarding or in Hong Kong in the 14 days before, who have completed the vaccination i and hold an approved vaccination record.

Relevant persons are required to undergo quarantine upon arrival in Hong Kong, including basic requirements for compulsory quarantine at designated quarantine hotels for 14 days; daily rapid antigen tests and nucleic acid tests on the 5th and 12th days during the compulsory quarantine period.

If you choose to meet the conditions and complete the compulsory quarantine earlier, including those who have completed vaccination and their accompanying children under the age of 12, the results of the nucleic acid test on the 5th day of arrival and the rapid antigen test on the 6th and 7th days will be the same. If they are free of the virus (ie negative), they can complete the quarantine earlier and must leave the designated quarantine hotel. However, they are still required to undergo 7-day self-monitoring; and on the 12th day of arrival in Hong Kong, they must go to a community testing center or mobile sampling station, or go to a local medical testing institution recognized by the government to undergo testing at their own expense.

If the relevant person chooses not to complete the compulsory quarantine earlier, they must confirm that the results of the test on the 12th day and the rapid antigen test on the 14th day are all clear (negative) before leaving the designated quarantine hotel.
