In the 2024 draft budget submitted to 49.3, the government retained, among other amendments, the extension of the fuel check to more workers, and the creation of a fund of 5 million euros for the fight against bedbugs. The entire text will be considered adopted by the National Assembly at first reading in the event of the very probable failure of the motion of censure tabled Tuesday evening by LFI. The Senate will then take it up in session on November 23.

Fuel allowance

At the request of the independent Liot group and Horizons MPs, the fuel allowance of 100 euros will be extended to 1.6 million additional beneficiaries, to reach a total cost of around 600 million euros. 60% of workers who use their personal vehicles for commuting will be able to access them, compared to 50% initially.

Forest fires

Still in the expenditure column, the executive earmarked 146 million euros for civil security, to fight in particular against forest fires thanks to a renewal of the air fleet.

Social housing

The government plans an additional 40 million euros for the energy renovation of social housing, through a redeployment of credits.

School harassment

On the education side, 30 million euros are allocated to the creation of anti-harassment brigades within academies, with an amendment from MoDem – an issue which the government has made a priority.

Defense

Three deputies Horizons, Renaissance and LR extracted an amendment allowing savings from Livret A accounts to finance companies in the French defense industry, particularly small and medium-sized.

Bedbugs

The government accepted a proposal from the presidential majority to create a fund of 5 million euros to fight against bedbugs, which had occupied the media news at the end of September and the beginning of October.

Eternal pollutants

Environmentalists have obtained 10 million euros more for the prevention of risks linked to pollution with PFAS chemical substances, the “eternal pollutants”.

Sports educators

An additional 10 million euros is planned for the recruitment and training of 1,000 educators in sports clubs.

Overseas

In conjunction with several parliamentary groups, the government added 8 million euros in credits to the overseas budget to finance water and sanitation networks.

Agriculture

The government has added a new state guarantee fund for farmers’ loans, in particular to support new installations. The executive, on the other hand, rejected emergency aid of 271 million euros for organic agriculture demanded by elected officials from seven groups, including some from the majority.

Festivals

Budget rapporteur Jean-René Cazeneuve (Renaissance) obtained an extension of 2 million euros to support festival activity. On the museum side, the Shoah Memorial will receive a financial boost of 500,000 euros, particularly for its educational activities “in this period when anti-Semitic acts are increasing”, underlined Prime Minister Elisabeth Borne.

Refiners and energy companies

In the revenue section, the government ruled out the extension of the “temporary contribution” from the oil sector, emphasizing Total’s commitment to capping fuel at 1.99 euros per liter for the entire year 2024. However, it is renewing the taxation of exceptional profits made by electricity producers. The government hopes to get 500 million euros from this in 2024.

No tax on share buybacks

The government did not follow up on the MoDem’s proposal for a tax on share buybacks of large companies. Bercy prefers to “force” them, in this case, to distribute more participation and profit-sharing to employees, explained Minister Bruno Le Maire. “A few dozen” large companies would be affected.

Zero interest loan

The government has reduced its focus on the refocusing of the zero-rate loan for the purchase of a new apartment in a “tense zone” or an old home with work in a “relaxed zone”. New cities are classified as tense zones and the eligibility thresholds widened for households. It plans to save 400 million euros compared to 2023, less than what it initially planned.

Airbnb

Faced with the shortage of accommodation in tourist areas, the executive reduced the reduction from 71% to 50% on income from furnished tourist accommodation (Airbnb type) in tense areas, with a threshold of 77,700 euros. Still insufficient for the left, and elected representatives from Renaissance and MoDem, who wanted to attack the “Airbnb tax niche” more strongly.

Sports federations

An amendment creates an extremely advantageous tax framework for “international sports federations”, with several tax exemptions. The measure, which would aim in particular to attract more Fifa to Paris, has caused controversy.
