General PNP Carlos Tuse LlocllaDirector of Investigations of the Inspector General of the National Police, recused himself from the case that this unit is following against Colonel PNP Harvey Colchado, leader of the group of police officers that supports the special team of prosecutors in charge of the investigations around President Pedro Castle.
Yesterday Tuse submitted a letter to his superior, Lieutenant General PNP Segundo Mejía Montenegro, requesting that a new officer be appointed in charge of the case.
Said PNP general is the one to whom the disciplinary offices of the inspectorate report on open processes, as is the case of No. 21, which is directed by PNP Colonel Miguel Ninasivincha Soto, and who is in charge of evaluating the complaint that the president Castillo filed against Colchado last week.
In communication with El Comercio, the aforementioned PNP general stated that he submitted his request for inhibition to the chief of the Inspector General’s Office “so that later it is not said that there was some type of interference, because I have a relationship with someone from the Pasapera, and that that can influence the final result.”
The official refers to a publication made yesterday by this newspaper. In it, he realizes that the general manager of the security company Najai SAC (founded by General PNP Tuse and whose daughter is a shareholder) is businessman Héctor Antonio Pasapera López, who is being investigated by the Special Team of Prosecutors against the Corruption of Power, which Colchado supports with the investigations.
Pasapera López is general manager of Grupo Arcose SAC, the company where lobbyist Karelim López acknowledges she provided advice.
In addition, General PNP Tuse is a friend of Luis Pasapera Adrianzén, from the company Termirex SAC, which won, as part of the Puente Tarata III consortium, a contract with Provías Descentralizado for more than S/232 million last October (a tender that has been investigated by the prosecution).
