The municipal Executive sent to the Council with a request for express treatment a budget expansion project to increase the provision approved last year by more than 8,000 million pesos. The adjustment is designed to contemplate an increase in collection that exceeded the goals and also to incorporate works widely expected, such as the Las Victorias sewage network and gas for Villa Lago Gutiérrez.
The budget update also includes a recalculation of savings accumulated by the municipality and that already reaches 4,500 million pesos. But the councilors did not receive the detail of the “financial placements” administered by the Treasury areawhich they already claimed last year without receiving a response.
The municipality has surpluses that it invests in a fixed term and that according to the 2023 budget would ensure a return of 1,225 million pesos. But as of July 31, the income in this category already exceeded 1,480 million. Due to the increase in interest rates, these yields were reestimated for the whole year at 2,392 million, which would lead municipal savings to about 5,300 million pesos.
The councilor of the Frente de Todos Julieta Wallace said that in order to deal with the project on tables it is necessary for the Treasury to report in detail the characteristics and amounts of these fixed terms, and thatthat justifies the expansion “with supporting documentation.
He recalled that they requested the same thing last year when the original budget was discussed and the Executive recalled the information. He also wondered why the municipality carries out a speculative administration of that savings less than four months after the change of government and why not apply it, for example, to the payment of debts.
He said that he hopes that by tomorrow’s session they can resolve these doubts. He admitted, however, that They are not willing to block the budget increase because it includes long-awaited works in different neighborhoods.
Works that take years of delay
Between them the second stage of the gas network for Lago Gutiérrez for 520 million pesos and the Las Victorias sewers for 542 million, with financing from Enohsa.
The project of budget expansion proposes taking it to 31,361 million pesos, when the current one is 23,213 million. Among other issues contemplated in the readaptation is the increase in the transport subsidy for 166.8 million pesos, transferred by the national government.
The Executive’s proposal will also make it possible to count and have the highest collection for measured parking (whose rate was modified weeks ago), the one produced by “the notable improvement in the collection of infractions.”
Talso for the success of collecting the Inspection, Safety and Hygiene rate, derived from the “greater flow of income as a result of the deseasonalization of tourist activity, as a consequence of the actions tending to promote tourism in our city”, added this “to the implementation of new forms of payment, such as reinforcements in the tasks of inspection and use of new control technologies”.
