Government Ban on Thermal Strainer Rentals: Impact on Paris Housing Market and Renovation Timeline

2024-01-30 15:30:00

With a view to encouraging owners to carry out energy renovation work, the government has started its process of banning the rental of thermal strainers. A plan that extends until 2034.

After housing classified G+ which has been prohibited from renting since January 1, 2023, it will be the turn of properties classified G to be in turn prohibited from renting from January 1, 2025 (then those classified F in 2028 and those classified E in 2034). A timetable deemed “too short” by the city of Paris.

« The timetable is too short for all the co-ownerships engaged in the renovation process to have completed their work before January 1, 2025. It is more than likely that a very large majority of housing in category “G” currently is still in category “G” next January 1 and are therefore no longer able to be re-let », Wrote Jacques Baudrier, deputy mayor of Paris in charge of housing and the ecological transition of buildings, in a letter addressed to the Prime Minister and reported by Le Monde.

In Paris, 60,000 homes are affected

Indeed, Jacques Baudrier fears that owners who have not had time to carry out energy renovation work will withdraw their properties from the rental market, an already very tense market. According to the elected official, the number of homes affected in the capital is estimated at 60,000 euros, “ potentially 60,000 homes in Paris and 170,000 homes in Ile-de-France could be withdrawn from the private rental market “, he says. Many politicians also opposed this timetable, the former Prime Minister, Édouard Philippe, even considered that the decision to ban the rental of thermal strainers was purely ” madness ».

For his part, Bruno Le Maire announced that he “ there is no question of modifying the calendar as it was determined » . However, the Minister of the Economy had previously expressed his wish to revise this timetable for the ban on the rental of energy sieves. In his defense, Bruno Le Maire explained that this announcement was made “ personally ».

With the maintenance of this calendar, many G-rated accommodations would therefore be prohibited for rental from January 1, 2025. To remedy this, Jacques Baudier proposes some criteria to be respected. In fact, the elected official requests in particular that housing classified G and which is part of a co-ownership be considered suitable until January 1, 2028. on the condition that this accommodation has benefited from work in the private areas, recommended by an individual energy performance diagnosis », reports The world.
