Government ensures payment of arrears from companies with certified debts – news

The Ministry of Finance (MINFIN) announced that companies with delays in paying certified debts will be charged this year, with a focus on debts worth less than 150 million kwanzas.

According to the MINFIN statement, sent yesterday to ANGOP, companies without any non-conformities, such as the need for approval and asset registration, are covered. Through this document, the Ministry of Finance made it known to the public that the list of companies with certified debts pending payment is now available, with a cutoff date of December 15, 2023.

The initiative aims to ensure greater transparency in the arrears settlement process and discourage the practice of actions that harm the national business community. For consultation purposes, MINFIN made available on the Debt Management Unit (UGD) portal, at www.ugd.minfin.gov.ao, the arrears payment schedule for 2024.

As for processes with deficiencies, namely debts not approved by the top manager of the Budget Unit (Minister or Governor) and debts falling into the category of assets (movable or immovable), without the asset register and inventory form, their payment will be subject to payment until the regularization of them.

MINFIN calls on service providers to contact the Budgetary Units, in order to collect information on the level of evolution of the respective processes and remedy any non-conformities found. The Ministry of Finance clarifies that information on overdue domestic debt will not be provided when the applicant’s legitimacy to access it cannot be proven, and discourages all types of practices that jeopardize the smooth running of the arrears settlement process. .

It also encourages the exercise of “denunciation”, whenever there are promises of regularization or possible prioritization of processes, in exchange for benefits, such as a percentage of the debt or others, that distort the enormous effort that is being made to, within fiscal restrictions, if you find space to settle expenses from previous years, whose legal requirements for execution have not been fully observed.

MINFIN also informs that there are no mechanisms outside the law (Presidential Decree 235/21, which approves the new Legal Regime for the Recognition and Treatment of Delayed Domestic Debt) that contribute to the prioritization of payments.
